  •  Deputies: Palmyra man charged after fleeing on foot

  • MANCHESTER — A Palmyra man was charged Tuesday by Ontario County sheriff’s deputies with seventh-degree criminal possession of a controlled substance and obstructing governmental administration. Deputies said they observed Jesse C. Hammond, 21, of 560 Sheldon Road, possibly tampering with public property on Main Street in Manchester. When they attempted to stop and speak with him, Hammond allegedly fled on foot and was apprehended after a short pursuit, deputies said. He was found to be allegedly unlawfully in possession of a controlled substance.Hammond was issued appearance tickets for Manchester Town Court.
