Sheppard says the committee, known as Accountable Rochester, sent out last minute mailers supporting Barnhart's campaign. He wants the state Board of Elections to look into it.

Mayoral candidate James Sheppard has filed a complaint against Rachel Barnhart hours before primary day.

Both Barnhart and Sheppard are challenging Mayor Lovely Warren in the Democratic primary.

In an emailed statement, Sheppard is questioning Barnhart's relationship with lobbyist Robert Scott Gaddy and the independent expenditure committee he started.

Sheppard says the committee, known as Accountable Rochester, sent out last minute mailers supporting Barnhart's campaign. He wants the state Board of Elections to look into it.

“This expenditure raises troubling questions about the Barnhart campaign’s coordination with an Independent Expenditure Committee. Much as Barnhart herself argued in relation to similar violations involving the Warren campaign, this transaction merits further review by the NYS Board of Elections.” Sheppard writes.

Sheppard's campaign says, "With less than $14,000 in the bank as of the last state campaign finance report on Sept 1, Barnhart’s coffers were filled on September 8th by a $10,000 contribution from Gaddy through his company, Excelsior Advocates."

In a statement, Barnhart said, "I've never railed against IEs. Other than that, my campaign didn't send the mailer."

In a tweet, she pushed back further on the complaint, calling for Sheppard to prove there was coordination.
