Arcadia —
The Wayne County Sheriff's Department has arrested an Arcadia man on charges of disorderly conduct, obstructing governmental administration and resisting arrest stemming from an incident on state Route 88, in Arcadia, at 9:25 p.m. Saturday, Feb. 18.
According to the police report, Evan P. Welcher, 25, was arrested after he was observed walking down the center line of state Route 88, impeding the flow of traffic. Officers arrived on the scene and attempted to speak with Welcher and remove him from the roadway but Welcher refused. When deputies attempted to bring Welcher into custody, he began to fight with them. Deputies were assisted at the scene by the Newark Police Department and New York State Police.
Welcher was taken into custody and transported to the Wayne County Public Safety Building where he was processed.
Welcher was arraigned in Arcadia Town Court and was remanded to the Wayne County Jail in lieu of bail. He is to appear in Arcadia Town Court at a later date and time to answer the charges.
