  • A final scoping document is expected to be completed by the next Town Board meeting in February.
The document will outline what studies developer Arcadia Hills LLC must perform under the State Environmental Quality Review Act as the process moves forward in the proposed development of a solid waste facility on town-owned property on Route 88 in the town of Arcadia.
Town engineers MRB Group have reviewed all 112 comments and letters from local residents and concerned agencies and have begun developing a summary, Town Attorney Dave Saracino said. Representatives from MRB have also met with consultants from Boylan Code, a law firm with attorneys who specialize in environmental law, and will meet with them again before the final document is completed to ensure everything that should be in the final scope is included, Saracino added.
“They want to be thorough,” he said.
Arcadia Hills engineers have also independently examined the letters, although they will not participate in developing the final document. Saracino said Arcadia Hills must follow the final scoping document if and when it is approved by the Town Board, even if they don’t agree with it.
Once the studies detailed in the document have been completed, the Town Board will then be tasked with deciding whether residents’ concerns have been sufficiently mitigated. If the board accepts the findings, Town Board members have stated they will put the sale of the town-owned property up for public vote. If residents vote in favor of selling the property, a solid waste facility is expected to be developed. If residents vote against the sale, Supervisor Dick Colacino said the issue will be dead.
